Emergency events lead Minnesota State Patrol to incorporate Intrepid Response into daily Operational Planning.




Challenge: During May and June of 2020, the Minnesota State Patrol responded to multiple calls of extreme civil unrest and sustained riotous behavior within the Minneapolis, St. Paul area. Many departments across the nation were responding to civil unrest during this time, however this situation was unique for Minnesota, because these events lead to the deployment of every trooper in the Minneapolis, St. Paul area. This meant all patrol stations across the entire state were vacated and every trooper responded to the metro area, for the first time in the agency’s history. Afterwards, the Minnesota State Patrol had

the opportunity to evaluate their response and noticed several areas that needed improvement if a situation like this occurred again. They lacked a real-time view of State Patrol resources, leading to confusion and miscommunications about team locations. They were also in need of real-time communications between those in command centers and team members in the field, so timely and informed decisions could be made more easily, allowing for decreased response times.

Solution:

Real-Time Notes - Team members could reference the real-time notes and share information through Intrepid Connect while on or off scene, as long as they are logged into the system. This leads to higher levels of preparedness, quicker response times, and reduced radio communications. Operations can be separated into individual Channels which helps keep teams organized and informed while making important decisions.


Real-Time Location - Minnesota State Patrol Supervisors were all given Intrepid licenses so Command could tell who was in the field at all times. Each Supervisor was accompanied by 10 to 25 troopers, allowing Command to easily decipher their position on a Map, while making more-informed decisions and deployment of resources.


After Action Reporting and Accountability - Intrepid Connect also helped the Minnesota State Patrol hold themselves and others more accountable during operational response. A rolling log of all incident tasks, shared information, and location breadcrumbs, including time stamps and team member names, is created and can be added to or referenced at any time. At the end of each event, a PDF report can be downloaded and sent to all necessary users for streamlined after-action reporting.


Benefit:

The Response Platform is now utilized almost every day at every large-scale deployment of resources. From day-to-day response to emergency operations, the Minnesota State Patrol has built the Response Platform into their operational plan, much like the average radio communications plan. The Response Platform has increased their teams situational awareness and simplified their ability to work together with other area agencies during mutual aid events, streamlining their workflows and helping to eliminate confusion during these increasingly more common large-scale events.
